GRANITE CITY - Seven-year-old Marissa Monroe had an adult-size purse stuffed with beads and candy as she stood near the end of the annual Labor Day Parade, but she said she's not going to eat all the candy at one sitting.

St. Clair County was awarded a $100,000 grant to help enhance staffing of the existing drug court to better handle offenders with co-occurring substance abuse and mental health issues.
